摘要
金融服务落后一直是我国中小企业发展的束缚,本文指出了中小企业融资难的结构性问题,并从中小企业资本和信用缺陷、法律政策不完善、政府扶持力度弱、资本市场层次少、银行信贷担保制度缺陷,以美国和日本经验为借鉴,提出完善中小企业融资的法律制度、信贷担保制度、发展中小企业直接融资渠道、增进中小企业信用水平等对策措施。
The backward financial services have always been binding up the development of the small - and medium - sized enterprises. This article points out the structural problems of the difficulties of these enterprises, analyzing the reasons of defection of capital and credit of these enterprises, imperfection of law and policy, weakness of government support, single levels of capital market and defection of bank credit collateral system, on the basis of mirroring the experience of the U. S and Japan, puts forward suggestions of perfecting law and policies, bank credit system, developing the direct financial channel, improving the credit level of enterprises.
