摘要
分析了武汉市湖泊污染的现状,进一步探索了湖泊污染的主要来源,从政府和市场两方面对湖泊污染进行了经济行为分析,指出湖泊污染的根本原因在于污染排放的外部不经济.为使湖泊污染的外部成本内部化,主要从完善污染控制政策、提高环保意识、加快立法进度、加大治污投入等几方面探讨了适合武汉湖泊综合整治的途径.
Based on the analysis of lakes pollution in Wuhan, this paper further explores the main source of lake pollution, analyses pollution of the lake from both the government and the market in economics perspective, and points out that the radical reason of lakes pollution is the external diseconomy of pollution emissions. To cause the external costs of lake pollution internalization, this paper discusses the measures for comprehensive regulations of the lakes in Wuhan from the following aspects： improving pollution control policies, raising awareness of environmental protection, accelerating the progress of legislation, and intensifying pollution control.
