摘要
创业环境的优化是一个内外协同演进的共生过程,培育一定的创业氛围是其中至关重要的中间环节。创业环境包括两个组成部分:内生决定的创业氛围和外部影响的创业条件。现阶段,决定我国创业水平的环境因素是创业氛围,它表现为显在与潜在的创业者行为方式,是一种主观的生态环境。不同区域创业环境优化的政策思路应当有别,落后的中西部地区创业环境建设的关键在于形成一定的创业氛围,否则,客观的创业条件再怎么改善也很难有效刺激创业活动。
The optimization of entrepreneurial environment is a process of evolvement intergrowth of inside and outside environment coordination, of which, fostering certain entrepreneurial climates is extremely important. Starting from the analyze on the characteristics of China＇s entrepreneurial activities, the author tries to build up a new analytical method on entrepreneurial environment theory, tidy up the environmental factors of entrepreneurship, clarify the logistic relationship of entrepreneurs, entrepreneurial climate, and entrepreneurial environment. And lastly, the author try to find out how the entrepreneurial environment activate the start up impulsion, stimulate start up activities, etc. in order to provide stronghold for the local government to adjust and perfect the entrepreneurial policy. The main viewpoint of this paper is that the entrepreneurship environment includes two parts： the endocentric entrepreneurship climate and the exogenous entrepreneurship condition; at the present stage, the environmental factor that determines our country＇s entrepreneurship level is the entrepreneurship climate, this represent the evident and potential entrepreneur＇s behavior, and it is a subjective ecological environment; the policies aimed to optimize the entrepreneurship environment of different regions should have its own characters; the sticking point to build entrepreneurship environment in the behindhand mid western area is to form a certain entrepreneurship climate, otherwise, no matter what improvement the objective entrepreneurship condition had made, it is quite difficult to stimulate the entrepreneurship activities.
