摘要
本文首先系统地回顾了国内外规划环评技术方法的研究成果,总结了目前我国在技术方法上存在的主要问题。然后通过9个典型案例深入剖析了技术方法在我国规划环评实践中的应用现状,总结了目前我国规划环评的开展在技术方法层面上的优势和缺点。最终归纳出适用于我国的规划环评技术方法,并将研究成果对应于规划环评的主要工作内容,提出了完善我国技术方法应用的若干建议。
Researches on planning environmental assessment both in China and abroad were reviewed and the main technical problems of China were summarized in this paper., The current status of the application of technical methods to planning environmental assessment was investigated through the discussion of nine typical cases in China and then the advantage and disadvantage were summarized. Suitable technical methods were put forward to treat specific planning environment assessment cases and several suggestions were made to further improve technical methods of planning environmental assessment in China.
