建设社会主义新农村,对农村基层干部的素质和能力提出了更新更高的要求,面对新农村工作严峻形势、繁重任务和目标要求,只有不断完善农村基层干部教育培训工作,创新培训内容,改革培训方式,规范培训管理,拓宽培训渠道,积极引导干部和党员把所学知识与农村实际工作结合起来,运用所学理论更好地分析、解决建设社会主义新农村、构建社会主义和谐社会中出现的新问题、新矛盾,不断提高解决实际问题的能力,真正做到学有所用、用有所长,为新农村建设提供坚强有力的组织保证和人才支持。新农村基层干部培训工作能否取得实质性突破,制度创新是根本。紧紧围绕新农村建设的实际需要,着力健全教育培训制度体系,构建教育培训工作长效机制,才能有效地提升农村干部在建设社会主义新农村中的活力和实力。
