摘要
循环产业集群以其减少环境污染和提高资源利用效率的优势正在成为我国区域经济实现快速发展和可持续发展的有效模式。目前,循环产业集群在国内外的实践热情也空前高涨,然而,由于我国各级政府并未能很好地注意到其稳定性问题,在发展过程中存在着结构刚性、创新不足等障碍。因此,从耗散结构论的视角,提出自组织结构的形成是循环产业集群稳定运行的条件,在结合分析其运行过程中可能存在的风险的基础上,可知政府、社区、行业组织、中介机构等"他组织"调动集群内自组织机制能促进循环产业集群的稳定运行。
Circulatory Industry Clusters, with the advantages of reducing environmental pollution and improving efficiency of resource utilization, is becoming an effective model to achieve rapid and sustainable development in regional economy in China. Currently, there is an unprecedented enthusiasm to practice circulatory industry clusters at home and abroad. However, government of all levels failed to notice its stability, there exist a rigid structure, a lack of innovation, and other obstacles. From the perspective of dissipative structures, this paper proposes self-organization is a condition that circulatory industrial clusters can operate steadily. Based on the analysis of possible risks in the operative process, it noted that the “organizations” such as governments, communities, businesses and agencies can mobilize the self-organization mechanism to promote the stable operation of circulatory industrial clusters.
