摘要
改革开放30年来,伴随着经济的持续高速增长,居民收入分配差距也在总体上呈持续快速扩大之势。导致我国收入分配差距扩大的因素极其复杂,因此调节过大的收入分配差距的对策不应是片面的,而应是全面的、系统的、配套的。调节居民收入分配差距不只是要缩小差距,而且要改善收入分配状况。遵循公平与效率相统一的原则,全面改善居民收入分配状况的对策包括初次分配领域和再分配领域中改善居民收入分配状况的对策,以及大力取缔非法非正常收入的对策。改善收入分配状况的对策取得巨大成效的关键是积极有效地推进政治体制改革。
With the speedy growth of economy, the gap of income distribution among residents has generally been extending for thirty years since the Open Policy. Factors causing this are so complex that countermeasures to adjust the overlarge gap should be comprehensive, systematic and in series. Adjusting the gap means not only reducing the gap, but improving the income distribution. Being fair and efficient, comprehensively improving residents income distribution includes countermeasures in initial distribution and redistribution and also countermeasures to get rid of non - normal income. The key to successful improvement of income distribution is to actively and effectively promote the political system reform.
