摘要
城乡统筹是党的经济发展战略和科学发展观的客观要求。有特殊市情的重庆直辖市在2007年被批准设立为全国统筹城乡综合配套改革试验区后更加特殊。新特区的关键点是统筹城乡,而在统筹城乡促进经济发展的过程中,核心是如何合理有效地配置金融资源。
Urban and rural planning as a whole is the objective requirement for economic development strategy and scientific development of the CPC. Chongqing direct administrative municipality with particular reality becomes more outstanding after approval of a comprehensive test region for urban and rural planning as a whole reform. The key to the new special administrative region（SAR） is planning the countryside and town as a whole, while the central task in the course of this planning to promote economy development is how to allocate in a rational, effective manner the financial resources.
