摘要
在分析黑龙江省森工林区社会医疗保险筹资现状的基础上,提出了利用天保工程补助提高森工林区社会医疗保险缴费基数、提高基金统筹层次、建立多层次的林区社会医疗保险体系、提高退休职工个人账户划入比例等措施,探索解决制约森工医保发展的筹资瓶颈。
Based on the analysis of the financing status of social health insurance in Heilongjiang forest industry region, some suggestions, such as raising the financing level of social health insurance in forest industry region by means of the grants of Natural Forest Protection Project, advancing administration levels of funds, establishing a multi-level social health insurance system, increasing the proportion of individual accounts to retired workers, are put forward to get rid of the financing bot- tleneck in the development of health insurance in forest industry region.
