基于Mobile-GIS的城市应急救援适时模式研究 被引量:3

摘要 为提高城市应急救援工作的时间满意度,即在应急救援流程之间的衔接实现适时,在不影响整体救援的情况下,尽量实现时间最小化。本文利用Mobile-GIS集成移动性和GIS功能的特点,在分析综合应急管理的生命周期、城市应急救援规程及其具体工作的基础上,引入生产管理中的JIT(Just-in-time)理念,提出了基于Mobile-GIS的城市应急救援适时模式并做出相应的应用设计。从而实现城市应急救援过程中的适时信息通讯、适时决策指挥、适时现场救援,提高应急响应的效率。 In order to improve the time satisfaction degree of City Emergency Rescue (CER) task, which is to make the process of emergency rescue task connected timely and to minimize the rescue time without influencing the whole rescue task. With the utilization of Mobile-GIS which integrates the mobility and GIS function, the timely model of CER based on Mobile-GIS is proposed and its application is designed based on the analysis of the life circle of comprehensive emergency management, the CER process and its work, and the introductioo of JIT theory in the production management. Accordingly. the timeliness of infbrmation communication, the timeliness of decision com,nanding and the timeliness of on-site rescue in Ihe process of CER can be achieved, and the efficiency of emergency-response can be improved.
