摘要
以系统理论为指导，结合济南铁路局的实际，全面剖析了铁路运输企业转换经营机制的内外环境和基本思路，建立了企业转换经营机制的实施方案，并给出了相应的实施效果评价。
Guilding by the basic ideas of systems theory the inner and outer environment of transition of business mechanism for railway transportation enterprise, as well as its main framework, is analyzed, combining the reality of Jinan Railway Bureau. The implementing scheme for the transition is established and the corresponding evaluation of implementing results are put forward.
