摘要
农业挤占牧业用水、用水的生产方式失当、多头管水的行政机构设置、水权交易的不规范等制度方面的原因是造成目前中国水危机的主因,并针对性地提出推行农牧水权转换、确立管水、治水与督水三权分立的水资源管理机制等对策建议。
This paper puts forward the main reasons which lead to water crisis are husbandry water occupied by farming, improper production, management of multi administration, not standard water rights conversion and so on. Finally, the paper makes some policy suggestions, such as, water rights conversion from farming to husbandry, three institutions for building water administration organization, building national reserve water system.
