摘要
运用复杂科学中的分形理论揭示了社会制度系统存在的制度环境分形、结构分形、运行分形及功能分形等特征,结合陕西黄龙县和湖北随州市机构改革案例给与了具体的分析。最后以国务院大部门改革的具体内容从四个方面详细地阐述了社会制度改革设计与管理创新的方法和主要内容。
The paper reveals the environment fractal, structure fractal, process fractal and function fractal which exist in the social institution system based on the complex theory and fractal theory, and then it with two practical examples. At last, it elaborates the contents from four aspects on researching the social institution system＇s design and innovation management in complex theory and fractal theory.
