壮大县域经济、增强集体经济积累是新农村建设的两个重要基石。发达地区的成功经验表明,壮大县域经济、增强集体积累并形成长效机制,是推进新农村建设的可靠保证。扩大县级管理权限和探索新型农村集体经济有效实现形式是形成长效机制的重要路径。
Expanding county economies and increasing collective economic accumulations are two important foundations in building a new socialist countryside. The experiences in developed areas have proven that expanding county economies and increasing collective economic accumulations in order to set up a permanent mechanism are the guarantees of building a new socialist countryside. And expanding the administration of county and exploring effective ways for collective economic operations are the important approaches to set up a permanent mechanism.
