Constructing of the index system and verification for the intensity of intellectual property protection in China

摘要现有的知识产权保护强度指标体系只是对一个国家的知识产权立法强度的衡量,具有较大的失真度。知识产权保护强度指标应是知识产权立法强度指标与执法强度指标的综合。选取司法保护水平、行政保护水平、经济发展水平、社会公众意识以及国际监督等指标以度量知识产权执法强度,综合立法强度指标,构建知识产权保护强度新指标体系;以此为基础,计算我国纵向的时间序列知识产权保护强度以及横向的各地区知识产权保护强度,并对其可信度进行验证。 Existing index systems of intellectual property protection just weigh the legislation intensity of intellectual property in one country. Therefore, these indexes are distorted heavily. The intellectual property protection index should integrate the intellectual property legislation index and enforcement index. A new index system of intellectual property protection is constructed, which integrate legislation index and enforcement index. The enforcement index is measured by judicatory protection level, administrative protection level, economic development level, public consciousness and international supervise. Based on this index system, the China yearly and regional serial index of intellectual property protection are calculated and its reliability is verified too.
