摘要
"一事一议"制度体现了村委会与村民之间的一种契约选择关系。该制度实施以来,面临范围界定不清、政策宣传不到位、供给动力不足、监管体系不完善等诸多困境,从而导致契约选择双方均倾向于选择不提供公共物品。为此,应加强各级政府责任、提高农民组织化和自治程度、推进农村基层民主建设和完善需求表达机制。
The system of ＂One Project One Discussion＂ shows a kind of contract choice relation between village committee and villagers. As the system has been implemented, it faces many obstacles, such as unclear range, unreasonable policy propaganda, insfficient supply dynamic and incomplete supervising system, so that village committee and villagers are inclined not to provide public goods. Based on the research background of New Countryside Construction, this article proposes some policy suggestions, such as strengthening responsibility of governments at all levels, enhancing degree of farmer organization and autonomy, promoting rural democratic construction and improving the expression mechanism of demand.
