摘要
对公民环境权的内涵、外延、性质进行界定,提出公民环境权入宪的必要性。公民环境权入宪,是未来宪法发展的趋势,同时,也为公民环境权的保护奠定了宪法基础。
The paper explains the connotation , extension and character of the environmental right of citizens, brings forward the necessity of putting environmental right into Constitution. Putting environmental right into Constitution is the development trend of constitution in the future, which has laid a Constitution foundation for the protection of citizens＇ environmental right at the same time.
