摘要
我国是一个处于发展中的农业大国,建立农业政策性保险补偿机制符合我国国情。政策性农业保险中,政府拥有经营机构的选择权和监督权,保险企业拥有经营权,两者既统一,又辩证。实践中,政府对政策性农业保险"管的过死",扭曲了保险企业行为,抑制了保险功能发挥。理顺政府和保险企业的关系对今后政策性农业保险发展至关重要。
China is a big developing agriculture country, therefore, establishing a policy agriculture insurance subsidy mechanism is in conformance with the situations of China. In the operation of policy agriculture insurance, government possesses the fight to select operating bodies and the right of supervision, and insurance companies have the right of operation. These two subjects are both unified and dialectical. In practices, government＇s control on policy agriculture insurance is too rigid, distorting insurers＇ behaviors and containing the display of the function of insurance. Streamlining the relationship between government and insurers are vital for the future development of policy agriculture insurance.
