摘要
科技园区创新平台是一个复杂的系统,根据其界面的大小可以分成公司型创新平台和服务型创新平台两类。针对公司型创新平台提出以创新为导向的机制设计思路;针对服务型创新平台提出人才服务、资金服务和文化培育并重的模块机制设计思路。针对公司型创新平台和服务型创新平台的交互和优化提出了以功能放大为导向的双环联动框架和模糊集成方法。
Innovation platform of science and technology park is a complex system. According to its contact surface, it can be divided into two categories： company innovation platform and service innovation platform. Mechanism design mentality, which takes innovation as guidance, is proposed for the company innovation platform. The module mechanism design mentality, to which the talented person service, fund service and the cultural cultivation pay equal attention, is proposed for the service innovation platform. To this two platforms relationship, twi-loop linkage framework and fuzzy integrated method, which take function enlarging as guidance, are proposed for the interation of the two platforms.
