摘要
清代前后在两种不同的治理理路指导下,采取措施治理娼妓问题。措施本身有诸多亮点存在,也取得了些许成效。但由于清王朝无力化解官吏腐败、政令不执行或执行变相、色情文化泛滥等诸多社会存在的消极因素,加之时局巨变,致使清王朝面临的各种问题更趋恶化。最终不仅未能阻止娼妓之风蔓延,相反成为娼妓极为繁盛的时代。
The Qing Government took measures to control the prostitution problem under the influence of two different tactics.These tactics had merits,and also had made inroads into the problem.However,the Qing Dynasty failed to remove the existence of issues of official corruption,the government that failed to administer orderly or distort the order of implementation intentionally,and the prolif- eration of pornographic culture.These issues were also coupled with social upheavals,which caused some issues go from bad to worse. The Qing ultimately not only failed to prevent the spread of prostitution,but became an era thrived with prostitution.
