For the reason and motivation of unbalanced quoted price, as well as the possible risk and loss brought to tenderees, the paper discusses the importance to prepare adequately for the tender and to prevent from the unbalanced bid, and presents the method and thought adjust the serious unbalanced quotation, which has a certain of guidance value for smooth complete of tender.
