海关做出具体行政行为，如果当事人不服，可以选择向上一级海关申请行政复议。那么，何时提出复议？有无时间限制？如果不能按期提出复议还能采取什么救济渠道维权？这些都是进出口企业经常遇到而且应该知道的。这其中，掌握维权的时机最重要。
Enterprises may apply for administrative reconsideration when they believe that any customs’ administrative action is unreasonable and unacceptable. And the customs offi ce is obliged to inform applicants of their rights and the application deadlines. The notifi cations, however, may arrive in diverse ways. For some actions, such as penalties and detentions that would seriously in? uence the applicant’s personal and property rights, the notifi cation should be issued as a printed document that applies to only that specifi c case. But the customs offi ce can simply issue a public bulletin to announce certain information on some other actions, such as decisions made at the site of passenger inspections. Besides, applicants should be aware of the various deadlines of different customs procedures.
