摘要
和平与发展是当今世界的两大主题。战后60年来,作为推动发展重要手段的国际发展援助的发展磕磕绊绊,成败参差,毁誉交织。本文以发展援助指导思想与实践的互动为线索,分析了国际发展援助四个发展阶段及其特点,试图廓清人类对于发展的认识不断全面、深化的过程,以及发展援助对于发展的作用和局限性。中国共产党的"十七大"将建设和谐世界作为中国外交和对外经济合作的重要战略目标,国际发展援助思想和实践的演变对于中国的对外援助可以起到一定的借鉴作用。
＂Peace＂ and ＂Development＂ are both themes in today＇s world. In the past more than 60 years after World War Ⅱ, as one of the most important means to promote development, International Development Aid （IDA） has been on a bumpy development road with both success and failure coupled with praise or blame. Under the clue of interaction between guiding ideology and practice of development aid, this essay analyzes the four development stages and features of IDA, trying to clarify human＇s recognition of development in its gradually comprehensive and deep process. Besides, it clarifies the role and the limitation of IDA. In the 17th CPC National Congress, China set an important strategic goal to build a harmonious world in diplomacy and foreign economic cooperation, The idea and practice of IDA can be of use for reference to China＇s development aid in a degree.
