摘要
实行校院两级管理模式是高校改革与发展的必然趋势。在学校合理分权、充分授权的基础上,学院要强化管理职能,建立和完善人事、财务、分配等规章制度,构建规范的内部运行机制,建立教代会制度,实行民主管理,增强办学活力。
The implementation of two-level management in university is inevitable for the reform and development. On the basis of reasonable division of power, schools should strengthen management function, establish and perfect the system of personnel, financial affairs and distribution, construct standardized operation mechanism, realize democratic management and improve the vitality to run school.
