摘要
针对赣江、抚河、信江、饶河、修河等"五河"和东江源头区域水环境调研中反映出来的如何处理"保护、发展、民生"之间关系的问题,进行了思考和研究。研究认为,源头县必须树立"在保护中发展、在发展中保护"的理念,在确保生态环境保护优先的前提下,加快经济社会发展,改善民生。必须坚持走"生态建设产业化、产业发展生态化"的路子,为此要遵循符合主体功能区定位和污染物总量控制两大原则,做好功能区规划,推进生态保护产业化,发展生态产业。研究还认为,源头县要实现环境保护、经济发展、民生福祉相统一和可持续发展,需要国家、省、市强有力的引导和支持,需要受益的全流域乃至全社会的反哺与支持。
Based on the investigations of the regional water environment of the ＂Five Rivers＂, which are Ganjiang River, Fuhe River, Xinjiang River, Raohe River and Xiuhe River, and the headstream of Dongjiang River, the problems of how to deal with the relationships among the protection, development and people＇s livelihood had been thought and studied. The results suggested that the riverhead counties should build up the logos of ＂developing with protection and protecting with development＂ to develop the economy and society quickly and improve the people＇s livelihood on the premise of ensuring the ecological environment protection. The riverhead counties should advance along the road of ＂building industrialized ecology and＇ developing industry ecologically＂ and follow the principles of positioning of the main domain and controlling of the total amount of pollutant to plan the main domain, industrialize the ecological protection and develop the ecological industry. The result also showed that, to realize the sustainable development and the environmental protection corresponding with economic development and people＇s livelihood and welfare, the riverhead counties needed powerful guidance and support from nation, provinces, cities, and the beneficial drainage areas as well as the whole country.
