摘要
本文用协调度中的发展协调度方法对晋冀鲁豫接壤区区域“经济──环境”系统的协调状态及调控进行了研究。在经济快速增长（GNP＞8％）的前提下，用2个权重相等的子系统，即生态环境质量综合评价值Sp和发展经济的投资环境综合评价值Tp所组成的协调度综合评价值Zp的计算值判断了该区域的“经济──环境”系统的协调状态为基本不协调状态，即随着经济的快速增长，生态环境有所恶化。从2个子系统的单项指标分析了生态环境有所恶化的原因并用环境经济学中的环境管理规划的基本原理从可持续发展的角度讨论了环境和经济发展的调控对策。
In present paper, the coordination state of the econmic and environment system in the link region of shanxi, hebei,shandun, henan four provences in middle of China is described by Synthetical evaluation value of coordiation degree － Zp, Which is consist of for subsystem of synthetical evaluation value for eco － environmental quality － Sp and synthetical evaluation value of in ventment environment developing economic － Tp, and the both subsystem have same weight. Calculated Zp value for the link region is among 33. 0 － 48. 5. It belong to not coordination state basically, i. e. ceo － environmental quality has deteriorated trend along with economic fast growth Major reasons are: (1) Funds for development economic and control poliution is not enough; (ii) External economic type is not flourishing (iii )The control level for industral and domestic sewage is low relatively ; (IV )Air pollution of TSP and dust is also serious.Based on the fundomental principl of environmental management plant is environmental economics , the countermeasure of edjustment and control for the coordination degree is discussed .They are: (i )Transform traditional economic ownership into subtainable development ownership (ii ) GDP growth fashion need optimization (iii ) Establish the regional environmental objective and lind out key environmental problems. (iv ) Formulate an analysis of management progromme (V ) Calculate the pollution control cost into production cost; (Vi )Carry out licence for emission pollutants and exploit resources .
