摘要
社会主义新农村建设是新中国历史上三次农村改革中最亮丽的一次,是一项长期的、艰巨的历史任务。这一任务的完成要求政府必须进行管理上的创新。新农村建设的特点及我国政府管理的现状表明,政府管理创新应从理念创新、制度创新和政策创新三个方面着手。理念创新是政府管理创新的前提和基础,制度创新和政策创新是对创新理念的运用和具体化,这三个方面是一个紧密相连、密不可分的整体。
The new socialist rural construction is the most brilliant reform of the three rural reforms in the history of new China. It＇ is a long-term and arduous historical task. The completion of the task urges the government to conduct management innovation. The characteristics of the new rural construction and our government management request that government management in-novation should be based on concept innovation, system innovation and policy innovation, with concept innovation the premise and basis of the government management innovation, system innovation and policy innovation specific application of concept in-novation. The three of them are closely linked as an inseparable whole.
