摘要
发展具有自主知识产权的高技术产业是加速经济发展、提高综合国力，保证我国在２１世纪能持续发展的关键。市场竞争的牵引是技术应用和高技术产业化的主要动力。ＴＲＩＰｓ协议和知识产权制度已成为国际贸易的新规则。我国目前高技术产业化存在许多制约因素，需要国家从宏观上给予政策引导和法律支撑。其中重视知识产权保护、运用知识产权战略是克服这些制约因素的一个极为重要的方面。全盘考虑、协调管理在研究与开发、高技术产业化和国际贸易全过程中的知识产权问题，可以有效地促进科技成果的应用、提高高技术产业的竞争力、开拓国际市场和保护国内市场。
The pulling force of market competition is the main power of the application of technologies and the development of high-tech industries. TRIPs and intellectual property system have become one of the new rules of international trade.At present, there are many restrictive factors to the development of high-tech industries in China. Thus the situation requires that the state supply guide in policy and support of legislation. Among these, it would be a extremely important aspect to overcome the restrictive factors that attaching importace to protecting intellectul propertyandapply intellectual property strategy.Through giving overall consideration and coordinated management to the intellectual property in R&D, development of high-tech industries and international trade, we could efficiently promoting the application of achievements in scientific researches, raising the ability of competition in high-tech industries, opening up international market and protecting domestic market, as a result, speeding up the economic development in china.
