摘要
介绍了城市总体规划与战略环评的结合,论述了开展城市总体规划战略环评的目的、重点、原则、程序和推荐分析工具,并阐述了公众参与在环评中的作用和应注意的问题.指出城市总体规划环评是实现城市建设科学规划和决策的重要工具,应选择简单、可操作的工具,重点针对城市性质、发展目标、规模与布局等战略层次关键问题开展环境合理性评价,同时公众参与是城市总体规划环评的核心内容之一,应充分反映各利益相关方的主张.
Carrying out strategic environmental assessment （SEA） of urban master planning is to integrate envi-ronmental considerations into the planning process. The discussion is mainly made on the purpose, priority, principle, procedure and recommended analysis tools of SEA in urban master planning, as well as the effects and mechanism of public participation in it. It is then demonstrated that SEA is an important tool to carry out scientific planning and decision -making of city construction.. The analysis tools should be simple and operative. SEA should focus on such strategic and key issues as the environmental rationality of the city property, development targets, scale and layont of the city. Public participation is a core content of SEA in urban master planning. It is finally proposed that the outputs should reflect the benefits of all stakeholders.
