摘要
[目的]文章从政策设计角度出发,旨在探索减轻结核病人特别是农村结核病人经济负担以及控制结核病流行的新思路,即分析政府购买在结核病治疗过程中的必要性与可行性。[方法](1)借鉴卫生政策SWOT分析方法,文章从理论角度分析了政府购买结核病治疗费用的可行性,即从优势(Strength)、劣势(Weakness)、机会(Oppor-tunity)、威胁(Threat)角度论证了新型农村合作医疗与建立结核病专项治疗财政资金相结合来购买治疗结核病的可行性;(2)采用成本测算的方法用数据论证政府购买治疗结核病的可操作性。[结果]通过山东省任城区结防所部分成本测算得出治疗一例普通肺结核所需费用324元;任城区结防所利用新型农村合作医疗与"公共财政"资金治愈了数10例普通肺结核病人。[结论](1)在成本核算的基础上,通过建立结核病治疗专项公共资金,并且与新型农村合作医疗相结合来治疗普通肺结核病例特别是农村贫困投保病例的实践具有可行性和可操作性;(2)通过政府购买治疗结核病措施的出台会大幅度减轻结核病人的经济负担。
[Objective] To explore the ncw idea to decrease the economic burden of patients with TB especially the rural patients with TB and control the prevalence of TV, and analyze the necessarily and feasibility of government purchasing dnug in the process of treating TB. [ Methods] （ 1 ） This article analyzed the feasibility of government purchasing in treatment of TB from theoretic aspect by SWOT analysis method, including Strength, We＆ness, Opportmnty and Threat respectively. From these aspects, the feasibihty of government purchasing in treatment of TB were analyzed by combination of NCMS and public finance. （2） Cost accounting was adopted to demonstrate the feasibility of government purchasing in treatment of TB. [Results] To treat patients with TB would cost 324 yuan which was measured by TB dispensary＇s cost accounting of Rencheng; Amost ten patiwnts with TB were cured with combination of NCMS and public finance in Rencheng county. [Conclusion] （ 1 ） Based on cost accounting, it is feasibihty and operabihty for treating the patients with TB especially rm＇al patients with TB by establishment of especial purpose public fund for treating TB, and which combined with NCMS. （2） The econimc burden of patients with TB could be greatly alleviated by carrying out govermnent purehasing in treatment of TB.
