摘要
根据国家颁布的生态省(市)建设评价指标体系,运用层次分析法(AHP法)对黑龙江省生态省建设进行了分析和评价,以此获得生态省建设中主要指标建设情况、完成程度的排序。研究结果表明:黑龙江省生态省建设在总体建设指标上取得了较大的进展,但仍然是处于初期建设水平阶段;从单项建设指标看,环境保护和社会发展2个方面进步明显,但在经济发展方面仍然处于相对落后的位置;从省内各地区建设情况看,发展不平衡,建设水平差距较大。
The effect of ecological province construction is evaluated with the ecological province construction indexes system now. According to the ecological province （city） construction evaluation indexes system promulgated by the nation, the paper analyses and evaluates the ecological province construction of Heilongjiang province with AHP, so as to get the order of the construction situation and degree of the main indexes during the process of ecological province construction. The results show that Heilongjiang province has made great progress in the general construction indexes, but the construction still remains in the elementary level. For the individual construction indexes, Heilongjiang province has made great progress in environmental protection and social development, but still falls behind relatively in the economic development. The different regions in Heilongjiang province develop in imbalance and there is large gap in construction level among regions.
