摘要
从稀缺资源入手,分析网络经济特有资源——信息的特性,提出在网络经济环境中信息并不是稀缺资源的观点,指出在网络中信息的使用和利用过程中,真正创造出价值的因素是人,给出网络经济中存在的新稀缺资源——人这一新的观点,强调要重视在网络经济中人的主观能动性,根据这一观点,提出加速人力资源建设,合理培养和教育新经济环境下的人才,快速发展网络经济的思路。
From the scarce resource,the characteristics of information（the specific resource of network economy） were analyzed,and the view that information was not scarce resource in network economy was put forward.In the course of information utilization in network,human being were the key factor of value creation.The view that human being were scarce resource of network economy was proposed.The subjective initiative of people should be emphasized in network economy.Based on this view,the ideas of speeding up construction of human resource,training and educating talents,and developing network economy rapidly were put forward.
