摘要
PPP/BOT项目风险分配通过特许权协议实现,一般采用由一方承担或双方共担两种不同的风险分配方式。本文基于信息经济学解释选用不同分配方式的原因,认为获取信息的难度决定不同风险分配的方式,形成了风险分担的合约选择,并通过实证研究验证了上述结论。
The risk allocation of PPP/BOT project is approached by concession. There are two different styles of the agreements related to allocation of risk, to assume the risk by one sector or to share the risk between two sectors. To research why the system is where it is now, this paper sets a hypothesis surveyed from the real world and demonstrates it by a real BOT project. The paper gets a reasonable conclusion of allocation of PPP/BOT project and provides an economic way to allocate the risks in the real world.
