摘要
凉山历来为毒品输入内地之"四川通道"的第一道关卡,历史上就是毒品重灾区。近年来,凉山特殊人群外流贩毒日益严重,特殊人群外流贩毒已成为制约该地区禁毒工作的"瓶颈"。造成凉山特殊人群外流贩毒日趋严重的原因是多方面的,要解决这一特殊问题,必须结合凉山彝族地区的特点,制定、施行特殊政策和相应措施,进行全面、持久的综合治理。
As the first toll -gate on the so - called Sichuan Dypass for importing drug into China , Liangshan has been a place with serious drug problems for decades. In recent years, it gets worse for its special group spilling over for drug trafficking, which has been a bottleneck to implement drug control over that area. It should realize and deeply comprehend the situation and traits of such phenomenon and analyze its causes. Based on that, practical drug control solution can be proposed and provided for drug - control organs to make decision and tactics.
