摘要
通过案例分析的形式对本溪市东营坊乡集体林产权改革进行调查,结果表明,集体林产权改革在盘活林地资产,拓宽农民增收渠道;增加村集体收入,保障农村公共物品的供给;实现"山定主、树定根、人定心,"提高农民发展林业的积极性;推进乡村民主建设,增进农村社会和谐方面起到了重要作用。最后阐述了集体林产权改革中存在的一些问题,并提出相应措施。
In this case study, the investigation on the reform of public forest ownership was carried out at Dong Ying-fang country, Benxi. The results showed that the reform has positive effect on energizing forestry assets, broadening farmers＇ income channels, increasing collective income, assuring the supply of rural public commodities, promoting democratic reform process in rural areas, enhancing social harmony so as to fulfill the targets of clearing ownership and stabilizing the sentiment and improving the initiatives to develop forestry. The last part of the paper exposed some problems of the reform, and put forward some measures we should take.
