摘要
清朝统治者出于对汉人的猜忌、防范心理及维护满洲贵族统治的狭隘目的,对汉人与任何外来势力的交往保持高度戒备,康乾之际的民人出洋及回籍政策为此提供了最好的证明。清廷基于这种心理制定的民人出洋及回籍政策,必定是周密、严谨而又严厉的。

Due to this motive, the Qing rulers constituted the policy which was thorough and rigorous.
