摘要
公共政策是政府实施公共管理的重要途径,是国家公共权力运行的具体表现。它面对当今社会日益频繁的危机事件,发挥了政策的权变性、效率性、实践性、可操作性等优势,但是,由于公共政策自身缺陷,以及危机事件的突发性、复杂性、多变性、不可预测性、巨大破坏性等因素影响,危机管理中的公共政策存在执行不力、反应迟钝、可操作性不强等问题。文章从政策供给与需求关系、政策主体素养分析了危机对公共政策的需求,以及改善政策供给的建议。
Public policy is an important approach for governments to practice public administration, and it is a concrete demonstration of a country＇s function in public power. When facing the ever-growing crisis nowadays, it holds the advantages of variation, effectiveness, practicality and operability. However, owing to the disadvantages of public policy itself and the nature of crisis such as suddenness, complexity, polytropy and un- predictability, in crisis management the public policy may suffer from ill-implementing, delay or less manipulativeness. This essay analyses the demand of crisis on public policy from the angle of the relation between policy supply and demand, as well as the accomplishment of policy host. Also some suggestions to improve the policy supply are proposed.
