摘要
土地利用规划管理包括规划编制、审批和实施管理等方面,规划实施管理是其中的核心内容。文章以乌鲁木齐市为例,在分析规划实施中存在问题的基础上,提出了建立土地利用规划实施保障体系的基本思路,从经济、社会、法律、制度、组织、技术六个方面构建了规划实施保障体系框架。
The management of land use planning includes planning preparation, approval and implementation management, in which implementation management is the core. Taking Urumqi as an example, this paper, on the basis of the analysis of problems in the planning implementation, proposes the basic idea for the establishment of the guarantee system of implementation of land use planning, and lastly constructs its framework from the economic, social, legal, institutional, organizational, and technical aspects.
