摘要
文章通过对江西各地林业产权流转的调查,提出江西林业产权流转过程中,存在林权市场的有效供给不足,森林资源资产的转让、拍卖、评枯作价难,林业风险防范机制尚未建立,森林资源的抵押贷款制度不完善等实际问题。并提出制定交易制度规范流转行为,搭建信息服务平台完善林权流转机制,加强森林资源资产评枯工作等政策建议,以保证江西林业产权制度改革的顺利进行。
