摘要
文章对政府信息公开的第三种意义即提高政府管理效率进行逻辑推理,分析了政府信息公开的实质,并提出第三种意义的实现策略:诚意传递、空间占先、边界调整、第三方监督、教育。
The paper deduces the third importance of the government information publication to improve efficiency of government, analyses it＇s essence, and puts forward some implementation strategies which are sincerity conveying, space preempting, boundary adjusting, third-party supervising, educating.
