摘要
安徽省涡阳县委、县政府高度重视农田水利建设,充分尊重农民意愿,从农民想干与水利急需解决的薄弱环节问题入手,采取积极灵活的"以奖代补""项目挂钩""民办公助"的办法,推行"一主六辅五结合",多渠道筹集资金,保障了农田水利建设。
Multi-channel investment is encouraged by county government of Woyang in Anhui Province in the construction of irrigation and drainage system, by adopting more flexible methods of ＂award instead of subsidy＂, ＂investment links with project＂, and ＂run by local people and subsidy by government＂, considering the needs of farmers for improvement of current irrigation and drainage system and their willingness to solve the problem.
