摘要
西藏公共财政体制的建立,对高效运作西藏上市公司国有股权提出了要求。过去在国有股权不能流通时期,西藏国有资产运作手段非常单一,主要考虑国有资产的阶段性和静态保值,采取的是"国退民进"的"不为"策略,其后果是国有控股上市公司越来越少,国有资源没有得到优化配置。全流通时代的到来,上市公司国有股权运作步入了全面价值管理的新阶段,国有股权运作也着眼于动态的股权价值增值。本文在分析评价十年来西藏国有股权运作模式的基础上,提出了西藏国有上市公司运作的新思路、新目标和新路径。
The establishment of Tibetan public financial system sets the requests of high effective operation upon Tibetan listed state-owned stockholder's right. When the state-owned stockholder's right couldn't be circulated, the operating way of Tibetan state capital was very single. Mainly considering the state capital's gradual guarantee price and the static state increment, Tibet adopted the 'not available' strategy of 'the country draws back as the people enter', and the consequence was the state-owned listed companies becoming fewer and fewer and the state-owned resources haven't obtained the optimized disposition. As the entire circulation time coming, the listed state-owned stockholder's right operation marches into the new stage of comprehensive value management and the state-owned stockholder's right operation also focuses on the dynamic stockholder's right value increment. Based on an analysis of Tibetan state-owned stockholder's right operation patterns over the ten years, this article proposes the new thoughts, fresh targets and new ways for the Tibet state-owned listed companies.
