摘要
"以罚代葬"是农村殡葬改革过程中出现的一种较为普遍的变通行为,然而学界对其出现的归因,却论述得过于简单。事实上,"以罚代葬"这种变通行为的产生既不是基层政府的先验政策设计,也不完全是由村民的愚昧落后所引发。它并不是一个单方面决定的事情,而是一种双方在既有的社会结构中博弈互动的不期然后果。
Fining Replacing Cremation is a much common interment reform in the countryside. However, the reasons adaptive behavior in the process of the funeral and for this phenomenon are not so simple. In fact, this adaptive behavior of Fining Replacing Cremation is neither designed by the priori policy of the grass-roots unit government nor completely caused by the ignorance of those villagers. It is an unintended consequence of competition and interaction of the two parties in the given social structure.
