摘要
对供电公司运营绩效的合理评估是进行有效监管、促进竞争的重要前提。提出一种衡量供电公司运营绩效的层次化标尺竞争模型和方法。首先,采用层次分析法将反映供电企业运营情况的指标进行层次化结构分析,得到总体目标、准则层和指标层;其次,在准则层根据判断矩阵得到各准则的权重系数;然后,在指标层基于标尺竞争思想,采用数据包络分析方法得到各供电公司相应准则的相对效率指数;最后,利用层次分析法得到供电企业总的相对运营绩效指数。某地区的供电公司实例分析表明,该方法可以对供电企业的运营绩效进行有效的评估,为电力监管者提供科学、准确的管理参考和为电力企业管理者提供决策支持。
Assessing distribution utilities＇ operation performance is an important precondition for effective supervision and competition promotion. A hierarchical yardstick competition approach to assessing the operation performance of distribution utilities is proposed. Firstly, a hierarchical analysis of indices reflecting the operation situation of distribution utilities is incorporated in the overall objective, the criteria layer and the index layer, by employing the analytic hierarchy process （AHP）. Secondly, the judgment matrix and data envelopment analysis （DEA） are used to gain the weights and performance index of assessment criteria in the criteria layer and index layer, respectively. Finally, the overall relative performance index is derived by using the analytic hierarchy process. A numerical example is given to prove its feasibility and validity. This project is expected to provide scientific and practical reference to supervisors as well as managers of electric power companies for decisionmaking.
