摘要
党务公开是指党组织在不违背党的保密纪律的前提下将党的事务向党员和人民群众公布并接受监督的机制。按照党的十七大的要求推进党务公开,必须首先弄清党务公开的概念内涵、立论依据、价值意义、运作中存在的问题、改革完善它的路径等问题。只有这样,才是对党务公开的真正解读,才能在党的实际工作中规范有序地推进党务公开。
The opening of the party affairs is such a mechanism that the party organization announces party＇ s business to the party member and people , and accepts their surveillance at the same time under the premise of no violation the security discipline of the party. According to the request of the 17th National People＇s Congress of the Communist Party of China to advance the opening of the party affairs, we must firstly clarify such questions as the concept connotation, the argument basis, the value significance, the way of reform and consummates of the opening of the party affairs, and so on. Only so, it is the true explanation of the opening of the party affairs, and it can advance the opening of the party affairs orderly in the party＇s practical work.
