英人赫德担任晚清帝国海关总税务司近半个世纪,不仅掌握着清政府的海关大权,还染指了清政府的常关权,控制着大清帝国的财政收入,影响着晚清政局。
A British Hart had served as Late Qing Empire＂ the Inspector General of Customs as long as almost half a century. He not only had authority of maritime customs ,but also had finger in the native customs ,having controlled the financial revenues of the Qing Dynasties, the political situation of Late Qing of manipulation.
