摘要
分析了火电厂节能减排中"减排"工作的热点、难点并提出了建议。主要包括:从广义、法规、特定要求3个层面分析了减排的概念并与国际上减排的概念进行了比较,提出了不同主体的责任;分析了火电厂二氧化硫排放总量大小与环境的质量之间的关系以及电力行业对全国二氧化硫总量减排的贡献,并与美国进行了脱硫情况的比较,提出了要更加重视对非电行业二氧化硫排放控制的建议;分析了火电厂二氧化硫控制手段与目的关系,并对目前烟气脱硫设备与效率要求的盲目性、二氧化硫排污收费中的逻辑悖论、排污权交易中难以推行的管理、电价、中央与地方政府、企业等方面的问题进行了探讨,提出了依法、科学、经济控制火电厂二氧化硫的建议;分析了火电厂法制化管理方面的差距,提出了8条措施。
The hotspots, difficulties and countermeasures for pollution reduction were presented, which are the main parts in energy conservation and pollution reduction in thermal power plants. The concept of pollution reduction was analyzed from the generalized view, the legal view and the special requirements, and compared with the international concept, based on which the specific responsibilities of different parts were proposed ; the relationship between total emission of SO2 from thermal power plants and environment quality was analyzed ; the contribution of power industry to decreasing SO2 emission was discussed and compared with that of FGD in USA. From this point of view, the stress was suggested to be placed on the SO2 emission control in non-power sectors ; The relationship between means and aims of SO2 control was discussed, especially the blindness of FGD equipments and efficiency requirements, the logic paradox of SO2 emission fee, several issues related to the emission trading, such as the management, electricity price, central and local government and corporations ; the suggestions to control SO2 were proposed in respects of legal, science and economy ; eight measures were proposed based on the analysis of legal management gap for thermal power plants.
