摘要
以我国高新区"二次创业"的总体定位为基础,构建了一套基于"四位一体"的二次创业能力评价体系,并对上海各高新区进行了实证比较分析,提出了上海高新区"二次创业"的不同发展模式,并给出了若干政策建议。
Based on the overall orientation of second venture of China＇s high-tech park, the paper designed a four-in-one evaluation index system, and measure the the second pioneering capacity of shanghai high-tech zones, on which we put forward the solution of second venture of these zones.
