摘要
当前,我国正处于社会转型期,各类矛盾集中凸显,执行力不足的情况也越来越明显,往往出台的政策措施都切中问题的要害,理论上讲完全可以解决,但结果却令人失望,可以说问题的关键在于地方各级政府执行力不够。政策是理解政府执行力乃至整个政府活动的核心,从政策学的角度来探讨地方政府执行力的含义,并分析其特性以及表现形式,以期引起人们对地方政府执行力的关注。
At present,China is in the transformational period,when all kinds of conflicts appear and the inadequacy of executive power is all the more obvious. Very often,the policies and measures that have come on hit the point,thus being theoretically workable,but practically fail to fulfill their intended purposes. The key to the problem lies in the inadequacy of the executive power of local government. Policy is the core which helps understand the executive power of government as well as the activities of the whole government. From the perspective of policy a study,this paper tries to explore the implications of executive power of local government and analyzes its characteristics and expressions in an attempt to arouse people' concern about the executive power of local government.
