关于地勘单位实施战略性重组的探讨

摘要 面对地勘单位存在的体制性和结构性深层次矛盾,作者提出了“以局为整体,以产业为单元,以资产为纽带,通过强化产业公司的经营管理功能,调整弱化地质队的管理功能,建立完善局(院)和地质队的资本经营功能,按产业化管理的原则,将分散在各队的资产导入公司制进行运作,实现支柱产业和骨干企业的跨队、跨地区组合。”的总体构想,并对此进行了详细阐述。 Facing at the deep contradiction between the system andstructure of geologicalprospecting units, the author gives out anddescribes in details on his overall thoughts as: Bystrengthening ofoperational management function for company level and weakening ofthe management function for the prospecting team level, setting upcomplete capital operation function for bureaus, institutions andprospecting teams and based on the industrial management principle tointroduce the decentralized capitals to under the operationof companies, to realize the trans - team andtrans-area combination of backbone enterprises, and all of which should be performed under thespirit of 'taking the bureau as the whole and capital as the link'.
